Sanitary Inspections

 

Vessels that will pass through the Turkish Straits shall be subject to Sanitary Inspections in accordance with the 1936 Montreux Convention, at the places as requested by the Turkish Straits MaritimeThe vessels arriving from the Aegean Sea is carried out at the Strait of Dardanelles, or arriving from the Black Sea, in the North of the line connecting Hamsi Limani and Filburnu lights.However, tankers with a deadweight over 100.000 tons proceeding to the Gulf of Izmit to discharge or load petroleum products may obtain pratique there without stopping at Canakkale (Dardanelles), provided agents are notified 96 hours in advance.

In the event of bad weather at Canakkale, vessels may be allowed to continue their voyage to Istanbul and undergo Sanitary Inspection there. Permission to do so is notified to them by the Canakkale Sanitary office with the signal letters H.M. in day time and three vertical lights (green, white, green) at night.

The ship must produce the following documents to sanitary boat:
1. Sanitary Declaration Form
2. Deratization Certificate
3. Tonnage Certificate
4. Ship Registry Certificate
5. One copy crew list

Pilotage at Straits

Pilotage is not compulsory for transit vessels but It is strongly recommended that pilots be used during navigation through the Straits so as to minimize the risk of accidents as much as possible.

If ships called any Marmara sea ports or going to Marmara sea ports, Pilotage is compulsory for Bosphorus and Dardanelles straits.

Pilot Embarkation / Disembarkation Places

North of the Strait of Istanbul (on the Black sea side) pilot embarkation place: Pilot embarkation is carried out between the positions Lat. 41 deg. 12.30 N; Long. 29 deg. 06.70 E and Lat. 41 deg. 15 15N; Long 29 deg. 07.94 E on the Line of Southern traffic direction, subject to weather conditions.

North of the Strait of Istanbul (on the Black sea side) pilot disembarkation place: Pilot disembarkation is carried out on a line of 3 NM distance drawn from the position

South of the Strait of Istanbul (on the Marmara sea side) pilot embarkation place: Pilot embarkation is carried out on a line of 3 NM distance drawn from the position

Tug Escort

Comprehensive statistical material shows that grounding under power is the most frequent accident for ships calling at ports and terminals. In order to minimize the probability of such grounding under power, emergency steering is crucial.Many of the severe tanker accidents could have been avoided by the use of adequate tug escort able to perform such emergency steering.It is acknowledged that tug escort is the single most effective mean to reduce risk of ship groundings during passages through confined waters.The Oil Companies International Marine Forum (OCIMF) has published Recommendations for Ship’s Fittings with Reference to Tugs and other High Load Operations. These recommendations address the fact that in order to withstand the steering pull from the towline of a high performance escort tug, vessels require sufficiently solid ‘strong points’.IMO has issued guidelines for a ship’s own manoeuvrability (IMO 751-10/10 zigzag). Seen in relation to DNVs Tug Escort Class Notification these are standards for the necessary capabilities of an escort tug.

IMPORTANT NOTE FOR TANKERS WITH LOA 250 MTRS OR MOREFor Bosphorus strait, Istanbul Traffic Control Station permits only 1 (one) tanker with LOA 250 meters or more to transit Bosphorus Strait between 05.30 and 07.30 hours. The first one on turn is chosen for transit. Tankers waiting in turn are only permitted to transit if they take an escort tug boat for passage, otherwise they are instructed to wait at the outside of Bosphorus until next daylight.

Sailing Plan (SP1)

All vessels which will pass through the Turkish Straits should advise their arrival details (SP1 report) at least 24 hours before to arrival to the first Turkish Strait at each way.

Very Important: All reports should be sent to agents

 

According to Turkish Straits Reporting System (TUBRAP), arrival details should be reported in below format:

 

  • A - VESSEL'S NAME / FLAG / CALL SIGN / IMO NO / MMSI NO

  • B - DATE/TIME (UTC) (REPORTING DATE/TIME)

  • C - REPORTING POSITION

  • F - CONTINIOUS MANOUVERING AND SEA SPEED

  • G - PORT OF DEPARTURE

  • H - DATE/TIME AND POINT OF ENTRY INTO TRAFFIC SEPERATION SCHEME

  • I - PORT OF DESTINATION

  • J - PILOT REQUIREMENTS FOR DARDANELLES/BOSPHORUS PASSAGES

  • O - FWD / AFT DRAFTS AND AIR DRAFT

  • P - CARGO (TYPE AND QUANTITY OF CARGO)

  • Q - DEFECT/DAMAGE/DEFICIENCIES/OTHER LIMITATIONS

  • R - DESCRIPTION OF DANGEROUS, NUCLEER AND POLLUTANT GOODS
    (UN NO / NAME / CLASS / QUANTITY)

  • T - SHIP'S AGENT : MASTERSHIP ISTANBUL

Crew Change

Crew change can be done without any additional cost at Istanbul Roads out of separation scheme under conditions as following.

 

Ship crew who hold a valid Passport & Seaman Book can embark or disembark free, without any extra cost to the vessel. The following documents are requiring from ship for crew change operations.

– Three copies of crew list
– Two copies of store list (including bunker and luboil)
– Two copies of cargo manifest for laden vessels

Necessary certificates for crew change formalities

– CSR (Continuous Synopsis Record)
– Safety Equipment Certificate
– Safety Equipment Form E
– Minimum Safe Manning Certificate

– Full Imo Crew list (stamped)

– Seaman book copies of on signers
– Passport copies of on signers
– flag endorsements (for on signer officers)

Change of any other person(s) without seamanbook, are subject to additional Light, Life Saving and Sanitary Dues which will cost approximately US$.0,5 per Nrt of vessel.

 

Fresh Water Supply


Fresh water delivery available at Istanbul road, Tuzla and all Ambarli ports

Repairs at Anchorage


Minor ship repairs available at Istanbul Anchorage area. Contact with ship agent for smoth operations because Horbour master permition requesting.

Spare Part Delivery

When your vessel need a spare parts at Turkish straits on transit passages, spare parts and any goods can be delivery safely.Ship agents and supply companies arranging all clearance of the spare parts for delivery to the vessels without any delay.Customs formalities complating easily and provide the vessels required spare parts just on time when your vessel at waiting anchorage, transiting Turkish straits and all Turkish ports.If you have any spare parts which will dispatch from your ship to other Countries, contact with your represantative for smooth operation.

Bunkering at Istanbul


The Istanbul-based bunker barge fleet comprises some 50 well-equipped vessels, all with a good turn of speed. All the vessels are covered for P&I risks. Blending of grades of fuel oil is mainly done ashore by the main suppliers.
